New Ordinance requires developers to fight Councilman Mike Gay to have proposals approved
The ordinance comes after a series of controversial developments.

Jacksonville, FL — After a series of contentious development proposals were approved against the wishes of nearby residents, the Jacksonville City Council passed ordinance 2025-6700.
The ordinance requires any person submitting a development proposal to—in addition to receiving Land Use and Zoning approval—beat Councilman Mike Gay in a "zoning bout."
"Look, this isn't about stopping development. This is about doing the right thing" Councilman Gay said ahead of the vote.
The bill passed 1-0-18, with all 18 other councilmembers—visibly nervous—abstaining from the vote.
Council reporter Nick Harding caught up with Council President Kevin Carrico outside of city hall after the vote:
Harding: Normally, members of council announce the reason they abstain from a vote, why didn't you or any of the other members provide an explanation for your abstentions?

The interview abruptly ended as Councilman Gay walked out of City Hall; the Council President sprinted to his car, fumbling his keys before quickly pulling off.
The bill awaits Mayor Donna Deegan's signature.
