Palatka City Commission votes to fire City Manager, immediately hired by JEA as head of corporate culture.

Palatka, FL — After months of accusations of creating a toxic culture and misuse of City resources, Palatka City Manager Marcia Carty has been fired in a 4-1 City Commission vote.

She was subsequently brought on full-time by JEA CEO Vickie Cavey as JEA's head of corporate culture—A major change from her advisory role we reported on a few months ago.

We spoke to Cavey about the decision:
"Marcia has been great, after we first brought her on as an advisor, our employee complaints about an intimidating work environment and racial discrimination dropped sharply; while complaints about inappropriate racial remarks, looks-based harassment, and being asked to do personal errands for myself and other executives spiked to their highest levels ever. We can not be more thankful to her, and we can not be luckier to have someone like her on our team, she's a real credit to her race."
